Al-Nusra Front could be fighting against moderate and local opposition groups.
One reason these governments might want to see a ceasefire is to try to draw Russian military support to a cease-fire. If a ceasefire takes effect, then Russia will feel obliged to withdraw all its military and military equipment from the Syrian rebels in order to stop further civilian casualties and prevent any major blowback.
